ITE JOURNAL / FEBRUARY 2002 TOLL FACILITIES CANNOT BE CLASsified under the same pretenses as normal freeway segments or signalized intersections because of the unique characteristics associated with toll plazas being integrated within the system. Therefore, it is difficult to examine the operational conditions and accurately report the benefits of toll facilities to the public in terms they can understand. Evaluation of a toll plaza’s operational conditions has been conducted in detail through the use of field and simulation data. Various methodologies for evaluating the Level of Service (LOS) of a tollplaza were examined. This included identifying the best measures of effectiveness (MOEs) of a toll plaza that should be used in the evaluation procedure. Based on extensive field data analysis, a proposed methodology is detailed herein.
